Why would Paul quote these verses from the Old Law? Many Christian's have no idea, and than there are those that do, but still don't get it because they are trying to understand Christ by works of law; not just the works of law from the Old Law, but instead all laws created to control our sinful flesh, which is pretty much everything mankind has built since sin entered into our world!
Life with God cannot be gained through our good efforts in meeting certain rules of mankind, or for that matter the righteous law of God give through Moses. It is as impossible for such a person to stand before God and say: “I've never thought about the opposite sex inappropriately”! All human are liars, they cover up bad, with some good they have done in some other area of the their lives.

So Paul address the truth of our sinful hearts in what it believes about serving and understanding God, which is: “How can we please God when we are never good enough, we can never reach high enough, some days are good, but others are not. No you can't, don't be fooled God is not both good and evil like us, he is instead good giving us perfect gifts, he is not tricking us handing us a serpent when asking for a fish. We are not good enough in our own merit, we can never meet the laws requirements as a sinner, but its not that hard as works of law suggest, it is simple, God is love, and he has supplies us merit in the perfect life of the Son of God Christ Jesus if we confess him as our own God given merit , and stop trying too obtain eternal life through our own worthiness.
Galatians 3:11 Now that no man is justified by the law before God is evident, for, "The righteous will live by faith."{Habakkuk 2:4}
We are sinners unable to keep the law, or earn life as a sinner, God must, and happily does help us by the blood of Christ Jesus. Moreover, even if we accept Christ and go back to earning merit through some so called religion rules/laws upon earth we can add nothing too Christ or take away from Christ, we stand not on one good effort our own, but the Christ alone impaled for us!
This is Paul's meaning here, if we go to self-merit in earning life with God through our own goodness, or good works, we will find ourselves crying out to the heavens like the Jew's: “who will go into heaven to bring Christ down from us, or into the sea too bring him up for us?”
No! If we thinking this way we are trying to be Christ upon earth without sin so we can be accepted into life with God, which is a lie, unobtainable through our own efforts.
