God lets us know without blush that He has purposes in some events upon earth, what purpose is the apostle Paul is speaking too here? God's great spiritual temple, Christ Jesus and his body members, none of them should be fooled about their calling, none of them should think God haphazardly corrects and discipline his born again son's of God as children, and Father of His personal family.
Despite the thought of free will children of God are born again into the will of Christ having a head to direct their lives. They no longer belong too themselves purchase and created for God's everlastingly purpose. Their will from the old self, that is, the of their flesh is dead in Christ, they are vessels for God's righteous purposes being disciplined into God's vessels of mercy.
Philippians 2:8 And being found in human form, he humbled himself, becoming obedient to death, yes, the death of the cross.

Is God unrighteous because those that putting faith in Christ, here, at Paul's time, who were anointed and made a part of God's spiritual temple, while others whom didn't exercise faith choosing their own way of salvation like Pharaoh of Egypt was allowed to become hateful towards God and his people? No, not at all! God had a purpose for the nation of Israel under Pharaoh's as leader of a world power. Pharaoh refused to let God's people go, that is, God's purposes in Israel was made subservient to Pharaoh's own glory.
2 Peter 3:3 knowing this first, that in the last days mockers will come, walking after their own lusts.
Subsequently, Paul now bring this ancient history into his own time where unrighteous men were enslaving members of God's purpose, the greater spiritual temple for their own glory. Today, and for thousand's of years since Paul's own time where false religion, weeds were allowed to over take the field of God's planting of wheat. Thus, false religion in the name of Christ has stolen and enslaved members of God's spiritual temple for self-glory.

Paul than gives us warning when we tamper with God's purpose, His own purpose in the anointed body of Christ, judgment starts a hardening of hearts and a glorification God's own vessels created through such trials into vessels mercy. One vessel by hardening of pride and flesh fit for destruction while the other used in God's hands to bring life in Spirit and Truth.
