The context of Christ words in this part of Matthew letter, is to Stop Judging! Don't give what is holy to dogs, don't throw your fine pearl into a pig pen, seeking the knowledge from heaven, false prophets knowing them by their fruits, finding the narrow road, and now building on Christ the rock foundation, all acts of faith, but why?

What law don't these people have, so they are found without law?
1 Peter 3:21 This is a symbol of baptism, which now saves you--not the putting away of the filth of the flesh, but the answer of a good conscience toward God, through the resurrection of Jesus Christ.
1 John 3:4 Everyone who sins also commits lawlessness. Sin is lawlessness.
1 John 3:5 You know that he was revealed to take away our sins, and in him is no sin.
However, if a person in Christ, as a sinless member, being feed from judgment for our sins, not under the laws of the flesh each word of Christ spoke here makes perfect sense. We are not the foundation, or a religion, nor is the bible the rock, but the life of Christ, which we must received by the death of our sinful flesh in Christ, making us part of the good tree, under the law of Christ, so we are not lawless putting us upon the narrow road of faith in Christ. Hence, we have been wise, in the wisdom of God, Christ Jesus, under the mind of God, again Christ Jesus, the one foundation of the New Jerusalem above, which cannot be shaken by human under sin.
John 15:4 Remain in me, and I in you. As the branch can't bear fruit by itself, unless it remains in the vine, so neither can you, unless you remain in me. 15:5 I am the vine. You are the branches. He who remains in me, and I in him, the same bears much fruit, for apart from me you can do nothing.
But if we chose the legal mind, which is, our fleshly mind we created a fearful legal judgment that no human can untangle or explain correctly. Let us than stand on what Christ completed for us as the sinless lamb of God, and stop comparing our works against other religion's, and human accepting with all humility the truth, Christ Jesus, in the incorruptible truth of God undeserved kindness towards us by our faith.
Heb.12:28 Therefore, receiving a Kingdom that can't be shaken, let us have grace, through which we serve God acceptably, with reverence and awe.
Ephesians 2:9 not of works, that no one would boast.
