What is the apostle Paul point here? Is he saying after the law of Moses death no longer reigned over mankind in general, that is, ruled over mankind, no! He is not, what he is saying in context to the book of Romans, when sin is not charged by the law of God its not sin, the power of sin is the law this is Paul context. Not that sin stop ruling over human at the giving of the law, it did however, start to be broke up after the law was given.
Romans 5:13 For until the law, sin was in the world; but sin is not charged when there is no law.

Moreover, they have been convicted and charged with a crime putting them into that pit of sin. Now it takes God to hand us the rope, not because we deserve the rope, but because of God's own goodness and kindness in helping his enemies.
Galatians 3:22 But the Scriptures imprisoned all things under sin, that the promise by faith in Jesus Christ might be given to those who believe.
Romans 1:16 For I am not ashamed of the Good News of Christ, for it is the power of God for salvation for everyone who believes; for the Jew first, and also for the Greek.
