The apostle Paul makes a profound statement here, but let us remember certainly than as now, many did not accept Paul's words as inspired of God. Nevertheless, those having God's Spirit truth rings clear when Paul speaks. What caused Israel partial hardening because that is the point Paul drives at in this chapter? It was the law, not as many think some magical jester on God's part, but the law given to Moses for Israel.
2Pet.3:15 Regard the patience of our Lord as salvation; even as our beloved brother Paul also, according to the wisdom given to him, wrote to you; 3:16 as also in all of his letters, speaking in them of these things. In those, there are some things that are hard to understand, which the ignorant and unsettled twist, as they also do to the other Scriptures, to their own destruction. 3:17 You therefore, beloved, knowing these things beforehand, beware, lest being carried away with the error of the wicked, you fall from your own steadfastness. 3:18 But grow in the grace and knowledge of our Lord and Savior Jesus Christ. When flesh comes into contact with laws the heart hardens until some realize they need mercy while others turn to self-righteousness and hypocrisy law is a tool for judgment, for separation. The righteous love truth, but the truth the righteous fine teaches them to mercy, finding we all fall very short of God's glory. Few in Israel obtain to true repentance, only a remnant, most harden their heart's and continued to blindly hate brothers and sisters for their sins, using the law to created an oppressive system of things by works of law that only became a yoke, a milestone tied upon their very necks.
Luke.18:9 He spoke also this parable to certain people who were convinced of their own righteousness, and who despised all others. 18:10 "Two men went up into the temple to pray; one was a Pharisee, and the other was a tax collector. 18:11 The Pharisee stood and prayed to himself like this: 'God, I thank you, that I am not like the rest of men, extortioners, unrighteous, adulterers, or even like this tax collector. 18:12 I fast twice a week. The purpose of God's law to Israel was faith in God's mercy, not judgment, but the majority only got judgment, forgetting the blood upon the altar testified against them that without God's mercy none could stand before God. The Gentles now had a door opened to a people unclean in all their practices, they had no sacrifice for their sins, they did not even know YHWH, but because Israel became merciless, God allowed Gentles to make up those who would rule with Christ in his kingdom.
Romans 3:20 Because by the works of the law, no flesh will be justified in his sight. For through the law comes the knowledge of sin.
Matt.7:1 "Don't judge, so that you won't be judged. 7:2 For with whatever judgment you judge, you will be judged; and with whatever measure you measure, it will be measured to you. 7:3 Why do you see the speck that is in your brother's eye, but don't consider the beam that is in your own eye? 7:4 Or how will you tell your brother, 'Let me remove the speck from your eye;' and behold, the beam is in your own eye? 7:5 You hypocrite! Sill into this very day the judgment continues, a harsh reality of flesh against the Spirit, where one will kill over law, the judgment continues but some today obtain God's undeserved kindness when seeing the errors of their own ways in judging others as worthy of eternal cutting off, while overlooking the mercy God has shown them by the blood of Christ.
2Cor. 3:13 and not as Moses, who put a veil on his face, that the children of Israel wouldn't look steadfastly on the end of that which was passing away. 3:14 But their minds were hardened, for until this very day at the reading of the old covenant the same veil remains, because in Christ it passes away. 3:15 But to this day, when Moses is read, a veil lies on their heart. 3:16 But whenever one turns to the Lord, the veil is taken away. 3:17 Now the Lord is the Spirit and where the Spirit of the Lord is, there is liberty. 3:18 But we all, with unveiled face beholding as in a mirror the glory of the Lord, are transformed into the same image from glory to glory, even as from the Lord, the Spirit.
The point is not law, but God's love, and unmerited kindness where deep appreciation for his mercy brings one to truth, and then the Spirit creates a new person under a new covenant as a child of God. In this manner all whom ever lived in Israel, past kings, priest, prophets, peoples will be ruled over in the resurrection of the righteous and unrighteous by spiritual Israel, saving all Israel. There is no mass conversion at the end of this world the bible simply does not teach it. Christ stated a time would come that God sends out his holy angels to take out His wheat from the weeds, collecting all things causing stumbling out of Christ kingdom and cast those weeds into the fire. Israel coming back is not to a spot, no more so then the apostles of Christ, or Christ many disciples whom sought a kingdom that could not be shaken in Christ as body members.
Rev.7:1 After this, I saw four angels standing at the four corners of the earth, holding the four winds of the earth, so that no wind would blow on the earth, or on the sea, or on any tree. 7:2 I saw another angel ascend from the sunrise, having the seal of the living God. A body member attached to our own body does not need to search for the life in them, or come back to the body. Those disconnected are disconnected by flesh seeking a home on this earth, setting down roots into home physically seen and shaken by every world event. Those becoming fearful of the event taken place upon earth, live in fear of what? Losing their home, their position, their plans, their things, they are always planning ahead for the works of the flesh.
2 Corinthians 5:8 We are of good courage, I say, and are willing rather to be absent from the body, and to be at home with the Lord.
John 14:23 Jesus answered him, "If a man loves me, he will keep my word. My Father will love him, and we will come to him, and make our home with him.

Many today search for truth of their physical government, religion, and even commerce that is their home, their connection to this earth, so they live in anticipation for new light about their organization. God's children live in heaven, in the body of Christ, their home awaits the putting off a temporary earthly tent, a tent is not a permanent home, their roots are found in Christ. It will be in Christ that all Israel will be saved according to God's judgment of each human being upon earth dead or alive will stand be Christ judgment seat as we are promised.
James 2:13 For judgment is without mercy to him who has shown no mercy. Mercy triumphs over judgment.
2 Corinthians 5:10 For we must all be revealed before the judgment seat of Christ; that each one may receive the things in the body, according to what he has done, whether good or bad.
