There is a vast difference in creating laws than enforcing them! Creating more laws rather than enforcing them breaks the backs of good people; law abiding people.
More laws causes lawlessness, not law and order, more laws allows the wicked to go unpunished while punishing the good.
More laws oppress good law so courts become a circus and judges the clown making up case law as they please.
In other words, when nations increase laws, they are lawless, openly admitting they are not enforcing simple common sense laws, what they are doing is hiding their corruption in laws to protect the evil.
